Increase educational rigor by furnishing all sixth and ninth graders with individualized multiyear education plans that spur students to realize their potential.
Increase helpful relationships by providing sustained adult-student advisory connections through adviser-teachers; aim to have each student stay with one adviser-teacher throughout middle school and one through high school.
Increase options and move toward smaller schools and smaller learning environments by developing theme-based high schools and academies within schools, and open enrollment across the school system.
